Notice of the Ministry of Natural Resources and the Ministry of Industry and Information Technology on Issuing the Total Control Index for Rare Earth Mines and Tungsten Mines in 2020
Inner Mongolia, Heilongjiang, Zhejiang, Anhui, Fujian, Jiangxi, Shandong, Henan, Hubei, Hunan, Guangdong, Guangxi, Sichuan, Yunnan, Shaanxi, Gansu, Xinjiang and other provinces (autonomous regions) in charge of natural resources, industry and informatization authorities:
In order to protect and rationally develop superior mineral resources, in accordance with the relevant regulations on the management of protective mining of specific minerals, in 2020, continue to implement total mining control on rare earth mines and tungsten mines. After research, the 2020 total mining volume control index has been determined, and the relevant matters are hereby notified as follows.
1. In 2020, the national total mining control index of rare earth minerals (rare earth oxide REO, the same below) is 140,000 tons, of which the index of rock-mining type rare earth minerals (mainly light rare earth) is 120,850 tons, and ion type rare earth minerals (medium-heavy Rare earth-based) indicator is 19,150 tons. The national tungsten concentrate (65% tungsten trioxide content, the same below) mining total control index is 105,000 tons, of which the main mining index is 78,150 tons and the comprehensive utilization index is 26,850 tons. The above indicators all include the first batch of indicators issued by the "Notice of the Ministry of Natural Resources of the Ministry of Industry and Information Technology on Issuing the 2020 Total Control Indicators for Rare Earth Mines and Tungsten Ore Mining (First Batch)" (Natural Zifa [2020] No. 33) . See the appendix for the specific allocation of total control indicators for rare earth mines and tungsten mines by province (autonomous region).
2. Relevant provincial-level natural resources, industry, and informatization authorities must strictly follow the regulations, carefully disaggregate and issue indicators, and decompose the indicators to cities, counties or enterprises within 20 working days after the notification is issued. The total amount of rare earth mining control indicators should be centrally assigned to the six mining enterprises under the rare earth group. After decomposing and assigning total control indicators for rare earth and tungsten mining, the provincial natural resource authority shall organize the natural resource authority of the city and county where the mine is located to sign a letter of responsibility with the mining enterprise to clarify the rights, obligations and liabilities for breach of contract.
3. Local natural resources authorities at all levels organize mining rights holders to earnestly implement the rare earth mine monthly report and tungsten mine quarterly report system, and conduct online direct reports in a timely, accurate, and standardized manner. Measures must be taken to effectively strengthen the verification and inspection of the implementation of the indicators of rare earth mines and tungsten mines, and problems encountered in the work shall be reported in time.
4. Local natural resources authorities at all levels and the industry and information authorities should strengthen communication and coordination, cooperate closely, share information, and jointly do a good job in the supervision and management of total amount control indicators for rare earth mines and tungsten mines.
